Staging happens through licensed beach clubs ("bagni") holding winter or summer sports permits โ€” this is the standard Adriatic-coast model, not unique to kiting.
HazardsThe entire coastline is lined with beach umbrellas and breakwaters, leaving little room for launch errors in summer. Kiting through the open public shoreline is heavily restricted during the summer swim season โ€” the Rimini area's beach-concession system channels water sports through licensed club access rather than free beach launching, so autumn and spring are the more practical windows for open riding.
