Getting thereFly into Honolulu (HNL) and drive about 30 minutes northeast across the Pali Highway to Kailua town. A car is recommended; free parking at the main Kailua Beach Park lots, which fill entirely by mid-morning on weekends. The Kailua Boat Ramp end of the park is the best rigging/launch area, keeping kiters clear of the main swimmer zones.
HazardsThe single most important thing to know if you're a beginner: commercial kitesurfing lessons are legally banned at Kailua and Kalama Beach Parks under a 2012 city ordinance, and this is actively enforced — a local instructor was hit with an $11,000 proposed fine in 2017, and police sting operations have targeted others. Riding itself remains legal, just not paid instruction. Separately, riders must stay at least 200 feet off shore per Hawaii Administrative Rules (§13-244-9), launch/land only within the designated 200-foot beach zone, and stay out of the marked swim zone entirely. Watch for heavy shorebreak at high tide and sharp coral heads on the sandy bottom; the bay gets crowded with kayakers, windsurfers, and swimmers.
Best time of dayLate morning through afternoon, when NE trades lock in at a consistent 15-25kt. High tide is easier for clearing inner reef structures; weekdays mean much less crowding on the water and in the lots.
